The Research Impact memo made public by Punch Bowl reporter, Julie Hamill, said "It's time for Democrats to take credit for ending the COVID crisis phase of the COVID war." "Fully enter the rebuilding phase that comes after any war." it continued.
Research Impact is an international public opinion research and consulting firm that has been assisting democrats since 2008. It is also Biden's polling firm.
The Democrat's shift in rhetoric has already come, marked by a comment made by Georgia Sen. Raphael Warnock where he said “People are tired," this was the opening remarks in his reelection campaign ad.
Republicans have accused the democrats of easing COVID-19 mandates out of concern over negative polling heading into the 2022 midterms.
